Amazon's policy on selling toys in India

All toys intended for use by children or claimed to be a toy are considered under this safety policy:

i) Toys intended for children in the age group 14 years and under:

Products are determined to be toys applicable for 14 years and under, based on the following criteria:

  • Intended use: Is the product used by children?
  • Packaging representation:
    • Is the product marketed towards children?
    • Is the age grading listed on the packaging for children 14 years of age and under?
  • Commonly recognised: Is the Toy commonly known to be used by children?

Amazon’s policy on selling children’s toys with play value 14 years of age and under

As a seller of children’s toys in India, Amazon's policy requires toy safety information and documentation to confirm that your products meet the applicable standards for safety. The Bureau of Indian Standards has issued guidelines on how to comply with these requirements. Upon request, you must promptly submit the required safety documentation:

Product Requirement
Toys for children 14 years of age and under
  1. ISI marking scheme certificate under licence from the Bureau of Indian Standards (BIS) issued as per applicable standards given below,


    NABL-accredited laboratory test report/certificate that the toys conform to the applicable national toy standards for the product listed below:

    • IS:9873 (Part 1) - Safety of Toys: Part 1 Safety aspects related to mechanical and physical properties.
    • IS:9873 (Part 2) - Safety of Toys: Part 2 Flammability.
    • IS:9873 (Part 3) - Safety of Toys: Part 3 Migration of certain elements.
    • IS:9873 (Part 4) - Safety of Toys: Part 4 Swings, slides and similar activities toys for indoor and outdoor family domestic use.
    • IS:9873 (Part 7) - Safety of Toys: Part 7 Requirements and test methods for finger paints.
    • IS:9873 (Part 9) - Safety of Toys: Part 9 Certain phthalates esters in toys and children’s products.
    • IS:15644 - Safety of Electric Toys.
  2. Product label image in which model number, brand, manufacturer and safety documentation information is clearly visible.

How do I submit the required documents/information for approval?

If you receive a request from us for compliance documents, complete the following steps to submit the requested information:

  1. In Seller Central, select the Performance tab and choose Account Health.
  2. Under Manage your compliance in the bottom right corner, click Product Compliance Requests.
  3. To add compliance or appeal for a single product, click Add/Appeal Compliance. To add compliance or appeal for multiple products, select each product on the left hand side of the product and click Action Selected Products at the top of the product requirement table to make a selection about how you would like to submit documents and information.
  4. Provide compliance documents and information in the Provide Documents section, or provide appeal information and documents in the Appeal Request section.
  5. Click Submit for Approval to send your submission for review by Amazon.

Note: You must certify that all the materials that you submit are true, authentic and accurate. Amazon may remove your selling privileges for failing to meet these safety requirements. The Detail Page must contain images which confirm that the product(s) is(are) the same as the product(s) included in the images in the test reports.

Consequences of policy violations

Violations of Amazon's policies for selling children’s toys in India may result in, but may not be limited to, the following actions:

  • Cancellation of the listing
  • Suspension of selling privileges
  • Cancellation of selling privileges

ii) Products claimed as Toy with play value of above 14 years:

Products are determined to be toys applicable for above 14 years, based on the following criteria:

  • Intended use: Is the product a toy?
  • Packaging representation: Is age grading listed on the packaging for persons above 14 years of age?

As a seller of toys with play value of above 14 years of age in India, please ensure that the product ASIN meets the criteria given below:

  • Product image uploaded in product ASIN Detail Page with the intended play value clearly mentioned.
  • Safety caution information as specified by the manufacturer in “Image” or “Product description”.
Note: Product targeted at 14 years of age and above cannot be deemed a toy for kids. Please remove references to “kids”, “children” in the ASIN Detail Page.
