There is no purchase until checkout. Adding something to cart does not initiate any sort of payment process and could not result in a pending order.

Neither.
They actually have to put it in cart, enter payment details, and actually confirm the order and check out before it is placed in pending status.
The only reason a FBM order would be in pending status after a half hour is that the customer's credit card did not work.
If its in FBA pending status, the credit card may not have worked, but also it will stay in pending status until FBA actually ships out the order.
