I've requested a call back regarding issuing a refund multiple times, and each time it's showing that it's dialing and then disconnects before the call goes through. My case log shows that the issue has been resolved, which is not the case.

In my experience, a call is useless, you get a different answer each time and there's no proof of what you were told if you follow bad advice. I always go through email, so at least there is a "paper trail" of what I said and what Amazon reps tell me. Sometimes, you have to repeat yourself 6 times until you hit on the magic rep who actually understands and gives an accurate reply.
