even I got the same error, upon contacting Amazon they told me that the shipping for my expensive items was very high for easy ship, hence they deactivated it, once I made those products under self-ship, it was OK.

SOLUTION:just because of new updates in Amazon listings policy you getting this error,
do not worry and read this carefully:
Amazon will identify GST rate or tax % through PRODUCT TAX CODE only not with HSN code,
so please select correct PRODUCT TAX CODE and choose HSN code in given dropdown list, if you are not getting HSN code in give dropdown list then select any one available or near to your HSN value and submit listing.
Once the listing is live then you can change it later on through bulk listings update.
