For TM and then R symbol you need to apply for trade mark registration with Trademark authorities. Once you apply you are eligible to use TM and when and if the trademark is registered you can use R.

Search for TradeMark registry service provider. You will need their help to apply for trademark. Fees is payable for Trademark and service provider will also take service fees. The service provider need not be in the same geographical area.
