Amazon Freight - No POD, No Response

I have been trying to resolve an Amazon Freight issue for 9 months, but I'm totally getting the runaround. Amazon Freight picked up 2 pallets in October 2022. They were never delivered. I have asked Seller Support, Amazon Freight (through the web portal since they don't have a phone number), and various emails suggested by support people for POD. There is no POD. The Amazon warehouse even confirmed via email and manifest that my pallets never arrived. They are lost. The "File a Claim" option on the Amazon Freight site is useless. They just shuffled me around and told me to contact Seller Support. This is a violation of Federal Law to not provide POD and not respond to valid lost inventory claims. Does anyone know who can actually help me here?

Legally, Amazon Freight is a service offered by Amazon Logistics, Inc., a freight broker licensed under MC826094. They have agents of process in each state. I looked up my state of California and found the contact information for their agents of process. I also found their phone number which I will call Monday and request POD - (206) 529-5817. I doubt I will get anything, but I will try it. Additionally, I'm going to file a claim by certified mail. They are required to respond. We need to hold them accountable for the complete disregard of their legal responsibilities under Title 49. They are required to provide Proof of Delivery and note any discrepancies.
