Some returns were not provided Amazon Prepaid Return Labels
Does anyone know why Amazon doesn’t provide Amazon Prepaid Return Labels for some returns, but do so on other returns? We have enrolled in the Amazon Prepaid Return Labels program.
In case, Amazon doesn’t provide a label automatically, can we instruct Amazon to use our carrier account to generate a prepaid shipping label?

I wouldn’t do that.
Some items may not qualify due to hazmat reasons. Some return reasons do not qualify if the return reason is considered “customer faulted”

If Amazon doesn’t supply a label and you would like to, there is the option to “edit authorization” in the return request. Here you can upload your own return shipping label for the customer and it can be used for your return. That is, assuming the customer figures that out. Unfortunately, not all of them do. You can also try to send them a message with your return label as an attachment.

Both previous replies give good insight into your question. I wanted to provide you a couple of resources that outline the exemptions a little more:
-
This article covers the list of ineligible items for prepaid returns.
-
The table on this page covers category and SKU exemptions towards the bottom.

I think there are some glitches in the returns system. I have had quite a few returns that should be eligible for RFS (Return at First Scan) and have not been. They are under $100 dollars and were issued a prepaid return label.
While not the same as your issue, I posit that it is part of a larger issue.

@Mina_Amazon, I am going to be a pain, but it is not worth my time to start a case with the dozens of orders that have not been RFS when I know nothing will get done about it.
I think it would behoove you to realize that this isn’t just an isolated incident AND that not everyone with this problem will come here to post it.
As much as we appreciate mod help, you guys are consistently narrow minded with your support help in spite of the multitude of people who have the same issue.

@BestHeadache - Glad to hear this!
@Dogtamer - Yes… from what I can see, there is a root cause identified and the team is actively working on a fix to be deployed

We are experiencing the same issue. About 10 days ago zero percent of our return requests were getting pre-paid labels from amazon. We sell renewed cell phones. Prior to that all eligible returns got pre-paid labels automatically. We have a lot of very angry customers who don’t understand why a free label isn’t being generated. We got a negative for it today. Is there any ETA on when this issue is going to be fixed?

The same thing happened to us (negative feedback), which prompt us to start this thread. Below is the update we received today. Fingers crossed. A fix is near… Once this is fixed, next step is to figure out how to get the negative feedbacks removed, which of course is not easy if at all possible these days.
"Please note that our team is working on a fix and we should have a resolution in the next 24-48 hours, as soon as I have an update I will contact you back through this case. "

I am having issue with this again the last 2 days. Customers are getting the address label message and amazon is not generating free returns
