If you can not provide a utility bill, then you will need to provide a business license from your city or state.
Amazon does not accept other options in the United States. A license is relatively easy to get, to be honest. I have no idea why you have not chosen to get one.

Another possibility is to go to a mobile phone provider and subscribe a cheap subscription in your name.

A utility bill dated within the last 90 days for piped gas, natural gas, electricity, piped water, mobile phone, fixed-line phone, or internet service with your name and address visible. In your case, you can provide the utility bill in addition to the identification of yourself and your mother. I urge you to also provide a small explanation of why you are submitting this information.
In order to ensure your documents are not rejected, make sure that they meet the following requirements:

If your documents are not in a supported language, you must submit a notarized translation in a supported language along with the original document.
