Amazon received product to a shipment that has not been shipped yet

Never had this happen before...

We had the same SKU (on 2 different FBA shipments) and somehow Amazon started receiving the SKU on the un-shipped FBA shipment, and now it locked the shipment. I am also afraid I will be dinged with the discrepancy and get a FBA shipment problem warning and strike....

On 1 shipment - we sent 72 units (along with other items on the order) This had an Amazon UPS FBA inbound tracking number.

Amazon received 2/72. Everything else was received correct.

On the second shipment, the status is "working". We were sending 48 more units. No shipment labels had been created and the order had not shipped.

Amazon received 70/48.

Now the order is locked and we cannot complete the shipment because it is in receiving status. We cannot ship the other items that have been prepared... We never shipped the order! It was in "working" status. There is no tracking numbers

How can Amazon receive a shipment that has not shipped?

How we can we rectify this? Anyone had this happen before?

I have been having this problem at FTW1 Since July! They mixed up about 10 shipments, started receiving them out of order. This has snowballed in to relabeling my products incorrectly, all sorts of things. Things were fine for a couple shipments in late Sept, AND NOW, I have 3 shipments doing the same thing again. They just started receiving items on a shipment that isn't scheduled to be delivered til Nov 14th last night. Support is confused and keeps saying there is no way this could happen.
