The notices you posted are regarding a charge card, not your Payoneer account. One has nothing to do with the other.
You must have a valid charge card entered in your Amazon account in order to sell. A charge card charges interest on any unpaid balance, accepts international charges, you receive a monthly statement, and isn't linked to a checking or savings account. It cannot be a debit or pre-paid card.
The notice states, "Payment will be suspended until you update your account with a valid charge method." That's why you're not being paid.

Hello @Seller_uP9M2S2eyAeOl,
Thank you for reaching out. As mentioned by @Seller_LImVvUWeyiCfQ this is for the credit card/ charge method need to be on file. When you register as a seller, you must enter a credit or debit card that will accept international charges and that has a valid billing address located in an eligible country. Your credit or debit card will be billed the monthly fee (if applicable) or USD 1 (excl. VAT) for purposes of validating the card. For more information, go to Registration requirements by country.
It must be a valid credit card that accepts international charges and is not pre-paid or debit.
If you need additional support please open a seller support case, you may share the case ID in this thread as well so that I can monitor it.
Hope this helps.
Cheers,
Micah
