This is a glitch unless the product you are selling is restricted in Canada.

So, I suggest you check Build International Listings "BIL" page if the ASIN is in the exclusion list. If so, remove the ASIN from exclusion list.

If this doesn't work, you can manually create ASIN on Amazon.ca.

I have experienced this many time. Open seller support case and once you explain your situation 13 different way from sunday then they will understand and either tell you why it is restricted or refresh the ASIN and it will appear for you to add.

I had this same issue with some of my Canadian listings last week. Seller Support told me I need to use add a product to get them back. I was doubtful at first, but I did it and it worked on 2 different ASINs. Just enter the ASIN and SKU along with the other required info.
