How to contact Buy Shipping UPS for a late delivery claim

We are a FBM seller and we use amazon Buy Shipping. We chose the option UPS 3 days and the actual delivery date is 10 date later than the expected delivery date. 10 days late!(which is ridiculous)

The buyer asked for a return and refund because it was delivered way too late, but how do I file a claim to ask UPS to refund me the label fee? I tried to file it on the UPS website but it says the tracking number I provided is not eligible for a claim.

They also only have 'lost package' or 'broken package' option when i tried to file a claim

UPS will claim weather delays and those are not covered by any delivery guarantees....however

if you used amazon buy shipping AND SHIPPED ON TIME (Have an "in possession" scan) you should ask the buyer to open an A-Z claim with customer support
