Follow the below steps to report for the fake buyer:
- Go to seller central
- Click on menu and to performance.
- Go to account health and left side there is an option Report Abuse.
- Click on Report abuse and select "A buyer who is violating returns and refund policies".
If you don't find the relevant reason to report select the "An Abuse issue that is not addressed by the other topics in this menu" and fill the form to report the fake buyer.

In order to check if the customer is suspicious, just search "Report a suspicious order" in the search bar and enter the ORDER ID. Amazon will check if the customer is suspicious or not and will notify you. You can also use following link to check.

Amazon stands with buyers not sellers. Previously we used to deal on eBay india which was having a option to block a buyer & was usefull tool . Amazon must apply this ... as this will block buyer only to a partcular seller not whole site.
