can we use our balance to to settle a VAT liability ?

We need to use our UK and Europe balance of £27,286 to settle a VAT liability of £27,103.45 .
Amazon currently holds approximately £27,286 from our sales. As a small business, we only have £1,000 in our bank account. According to a recent UK parliamentary decision, Amazon is not permitted to lock our balance, so we need to use it to settle the VAT debt.
amazon send us an email after contacting them saying we need to send £27,103.45 even if our balance is £27,286 .
how to deal with this situation ?

Did this get solved? I remember last winter going through this, it did take about a month for them to finally remove the amount from the balance. There are a number of email addresses to try to contact relevant departments to see if it can be pushed. I think the process has been fine tuned a lot since last year!
