No.

The Monthly Fee is not related to sales. The fee is for the use of areas of Seller Central not available to Selling Individually accounts.
If you haven't used any of those areas you can ask. Before you ask though you have to downgrade.

Hello there, my name is CR and wanted to give you a little more information here. You've already received some great advice above.
You are also eligible for a one-time refund of subscription fee that will be charged to your account soon after the completion of registration process. You are only eligible for that one-off refund if you have not used any professional tools or benefits within 90 days. To be clear, there is no refund available due to a month with no sales.
Once you have finished setting up your account, downgrade your account to the Individual selling plan by following the steps outlined here.
After completing this step, contact Seller Supportrequesting reimbursement of the Professional selling fee of $39.99.
