I purchase UPC(198168747735) from GS1 and when I tried to list this product, its already used and I am allowed to use existing listing (from other seller) but cant create my own listing. I DO NOT want to use existing listing as it has certain issues related to images used.
Amazon is sending standard replies and resolving the case. I am registered brand owner for this product and UPC is also registered with my company. Infringement claims are also not helping.
Can anyone guide me what should I do in this case?

Due to UPC codes being sequential you can go to the internet and get them for free, the entire system is broken, not worth pursuing the UPC code route if at all possible. It is a costly service that was supposed to be have delegitimized by a state supreme court ruling, then the company rebranded as GS1 to avoid that ruling.

You can take over and edit the listing, but because of the way Amazon works I don't think you can have it deleted and start over. Because you are the brand owner you are able to request a UPC exemption to create a second listing with the same UPC. That I am almost certain is the best route in this case. I am assuming the existing listing has a ton of negative feedback, otherwise modifying the existing listing would be the smarter of the two options.

Same thing happened here too earlier this year. Spent months trying to resolve with escalations etc, but go nowhere.
Because I was Brand Registered, I was able to create listings without a EAN (GTIN exemption) and used Amazon's FNSKU barcodes instead which saved on getting new EAN's and reprinting all packaging.

Do you have the valid GS1 Company Prefix Certificate stating
you are the owner ? if so, try open a Claim uploading it, report you are the owner and it is licensed to you Company.

If you have a true GS1 account, then you OWN the upc. You have 10, 100, or 1000 upc which contain YOUR prefix. You are able to delete / create new up to your limit for your account level. Once you mark a UPC as deprecated, then you can force it to be removed from Amazon. This is YOUR property, but it is not easy to regain control of it.
Other sellers cannot create new listings without using YOUR brand name. Then, If you are brand registered, you can have the listing taken down, or if you own the Brand and you simply take control of it. You keep hammering away at Legal department, you don't bother with Seller Support. You file Inauthentic claims. You go through "brand protection" processes, not seller support.
You can also contact GS1 and ask them to send a letter to Amazon. You need to go through Legal channels, IP protection, and Trademark complaints, not Seller Support channels.
It doesn't sound like you are brand registered, you must get that. You can't just buy a GS1 upc and use it on any product, you must own the brand. If you do not own the brand, you must use their UPC and get Authorization Letters from them.

If you are brand registered with Amazon, you do NOT need UPC's to list a new product on Amazon. You are exempt from this requirement when you are enrolled in Amazon Brand Registry. The easiest work around is probably to list your product without using the UPC. Amazon will assign an ASIN to your product when you generate the product listing and the ASIN will be used as the unique product identifier on amazon.com
Then you can continue to work with Amazon Seller Support or Amazon's legal department to get the the listing with the hijacked UPC removed from amazon.com.
Once your UPC is eventually recovered, you can create a second listing for your product using the UPC. Then have Amazon Seller Support merge your original listing with your new listing and you should be able to use the UPC as the unique identifier after the two product listings are merged together.

While I understand that you own this UPC, anyone is allowed to create a detail page on Amazon, and we will not remove the information on the detail pages from the other sellers. However, since you have Brand Registry, you will have control over this listing now. Please note that this does not include images, as that is controlled by other factors.
I've reviewed the related UPC you've provided. This UPS is linking is to the correct brand but to a different product. Since you're trying to upload new images that are different than the original product, you'll need to create a new UPC with new product. Product detail page rules goes over the details.
You must not use an existing listing for a new version of a product. This includes changes in color, size, material, features, and product name. Instead, create a new product detail page for each new version. For example, a manufacturer updates its streaming media player by adding a new remote control with four buttons instead of two. This product is materially different from the older version and it must be listed as a new ASIN.
Reason it's not allowed is because other people could be selling the older product with the older package style.
