Delivered to Agent - Tendered to Military for Final Delivery

In the last year or so I've come across order I've shipped to customers where while in transit the following scan occurs:

Delivered to Agent

Tendered to Military for Final Delivery

I am shipping in a city with a large Military presence and USPS is utilizing Military Planes to get packages to certain parts of the Country. However based on the communication I get from customers when this scan occurs it seems the Amazon system is indicating these orders as Delivered prompting customers to reach out saying they didn't receive their order. I'm assuming the term 'Delivered' in the phrase 'Delivered to Agent' along with the term 'Final Delivery' in the phrase 'Tendered to Military for Final Delivery' is causing the Amazon system/algorithm to update the information within Amazon where a customer would track an order to show it's delivered. However when this scan occurs the orders are still in transit.

Recently I'm getting at least 2 customers a day reaching out complaining Amazon said their order is delivered but they didn't receive it. This could be user error on the customer's end as I'm not exactly sure what displays for the customer BUT I wanted to reach out to see if this is an issue any other sellers are encountering or if Amazon is aware of this scan causing confusion with customers?
