Amazon Global selling from India

Hi

I register for amazon global selling program on the month of September

It says We Charge when you have active listing

I get charged on March

I ask the seller support, they say its $1 for 3 months, then what about Jan and Feb I ask They not giving correct response

In amazon app It says It will be active once I start selling

Now they say offer is over so

I need reason why I have not been charged for month of Jan and Feb
