why is transparency not enabled in the UAE ae marketplace?

we have transparency working well worldwide except UAE and saudi arabia , there have been 30+ sellers piggybacking on the listing, and they are obviously fake ones (selling price is lower than our cost of material).

Im just wondering how we can get it enabled in uae and saudi?

In regards the Transparency program, it only shows available at this moment for the following countries: United States, Canada, Germany, France, Italy, Spain, the United Kingdom, Australia, and India. Taking consideration that India and Japan only accept Amazon-issued codes.

For the UAE and Saudi Arabia at this moment, the program is not available, also we do not have a specific time frame or confirmation when this program will be expanding to other countries.
