From what I've gathered, it sounds like you may be looking to get Professional seller $39.99 fee refunded?
Have you made a case with Seller Support? I can see what they are saying and see if there is any option for reimbursement. Please note that if you used any Amazon services or listings, you may not eligible for reimbursement.
In general if the account has been open for over 90 days you aren't eligible for any reimbursement of fees. Amazon requires that you request reimbursement within 90 days of the fee being charged. If you have further questions please feel free to provide your Case ID for review.
