As @Seller_7LrAV0m5llaI7 alludes to it is called a featured offer or (the old term -- buy box) and it is at the discretion of AMAZON.
That 'buy box' NOW Featured Offer is a mystery shrouded in fog and information clouded with misinformation and ALL of it is on purpose.
Amazon will favor themselves and FBA sellers virtually 100% of the time because $$$$$ talks and THEY pay Amazon more.
Amazon will NEVER give a 'formula' or every con artist on the site would have the 'buy box' and the huge majority would be their friends offshore who specialize in black hat ops and hijacking ASINs.

In addition to the advice above -- I will just add that sellers with the individual account are not eligible for buy box (except through FBA).
You can add that column to your Manage Inventory page to at least know when you are buy-box eligible.

In general what you are describing is being selected for the Featured Offer. If you are Featured Offer Eligible but aren't selected your offer may be placed in the "Other Sellers" box. You can learn more about being selected by reviewing the Become the Featured Offer help page.
