"Add to Cart" Button Not Appearing
I am a re-seller of books that I read---in other words, I'm not a high-volume seller. I've noticed that the "Add to Cart" button is not appearing on any of the 17 books that I've listed in the last twelve months. Can anyone explain why this would be the case? Every time I'm entering another book to my inventory, the Amazon system accepts it, but without the "Add to Cart" button appearing, there doesn't appear to be any way that a prospective buyer interested in a book I have for re-sale could purchase it from me. What am I not understanding?

To determine if you are even eligible for the buy box (feature offer eligible), add that column to your Manage Inventory page (if you haven't already)
Other than that -- some pages just don't have a buy box if the bots don't see any offers that fit all the criteria.

Of course it is different for every category, but I would try doing this:
When listing a new item that is similar (Aka another book) go to "copy listing" and create it that way.....but *only copy from a listing that has the "Add to Cart" button* (or aka also called "Featured Offer" or "Buy Box").
In my particular case, the new listing would have same Add to Cart issue as the previous listing I copied from. If the previous listing did have the Add to Cart button, the new listing also had the Add to Cart button. I also had a unique issue where I would lose the Add to Cart button if I made any edit to my listing....literally any edit. Even just adding one more letter or something in the product description.
There was a technical problem with some of my listings. Amazon just fixed it this past weekend, but it did take about 3 weeks for them to get to it and I had to re-open my case about 6 or 7 times.

Michelle at Amazon here. As others have stated, buy box is not on every listing and as an individual seller, your account is not eligible for buy box. You can read more here.
