The Amazon Steps Rewards Program seems designed in a way that makes it nearly impossible for sellers without FBA (Fulfilled by Amazon) to progress beyond even the Standard Level.
One key reason is the Amazon Local In-Stock Percentage criterion. To rank above 2-3%, you practically need to rely entirely on FBA inventory. Moreover, to even reach the Standard Level, Amazon requires a 20% Local In-Stock percentage—something incredibly difficult for sellers who fulfill orders independently.
This structure heavily favors sellers using Amazon’s premium FBA services, leaving local shop owners and small-city sellers at a huge disadvantage. Without FBA, achieving Advanced Level or higher in the Amazon Steps program is almost impossible.
Is this fair? Should Amazon reconsider its criteria to make the program more accessible to all sellers, including those who fulfill their own orders?

I have received an reply by Amazon Seller Support, that It is recommended to sign up to their paid FBA shipping method to maintain LOCAL IN STOCKS %.
They should mention that the STEP REWARDS is only for FBA merchants. It is not for every seller.

In fact, You need at least two FBA FC registration in two different states to maintain a 20% Local In-Stock percentage.

Last year we won outstanding performance awards and reached at advanced level still on that advance level. Yes its impossible to reach at premium level without FBA but you can reach to advanced level
