Amazon Partner Carrier - VAT

Hi all

I have been trying to use Amazon Partner Carrier program for the first time in these days and I realized that it asks you for the VAT number. Does this mean that only if your business is VAT registered you can use the Amazon Partner Carrier program? (even if the business is VAT exempt)
