Those posted rules for product review are meaningless.
A review may be stopped from posting (unlikely though) because it violates guidelines, but once posted it stays.
Amazon removes reviews only for reasons of their own.
The only exception may be through brand registry.

I 100% agree with you that this "product review" violates the community guidelines that you outlined.
HOWEVER, I suspect whoever (and maybe it's the bot) is reviewing your case, read the first sentence "The seller needs to know that the orders they are sending out are missed marked" as in the product missed the mark and/or the product missed the customer's expectation.

It occurs to me that there are myriad buyers who leave a review without comment and you are powerless to address those in any way, shape or form.

They will remove it if it is only about your services. But as the review is also about the product, they will not remove it.
