how to get the certification of exemption of a minimum risk pesticide?

We are going to sell a kind of minimum risk pesticide. I am sure it's a minimum risk pesticide according to six conditions of MRP . But the question is, we don't know how to get the certification of exemption. It's technically exempted to register on EPA, but it seems that it still needs to be qualified as an exempted product. It's so confusing.

I've uploaded the listing and now it's removed for policies violation. Here's the details:

This product has been identified as an unregistered pesticide or a product that makes pesticidal claims and is unregistered. Amazon policy requires that pesticide products listed on Amazon.com must be registered with the U.S. Environmental Protection Agency (EPA) or qualify for an exemption from registration. Regarding State Pesticide Registration you can review the appropriate policies on the State pesticide registration help page. Amazon checks state registration information for pesticide products to confirm whether they are registered in all states and the District of Columbia. Pesticide products that require registration and are not active in the state’s registration database cannot be sold in the applicable geography. As such you will need to register in any state you intend to list the product.
