Zero Support for Transparency Program Abuse
I recently attempted to list inventory that did not previously require transparency labels, now I cannot due to another seller's abuse and the manufacturers ignorance around Amazon policies. Amazon refuses to help no matter which avenue I submit a ticket through. They'll find every excuse to close my inquiry and put no effort into routing me to the correct department, whether it's "not enough information", or misinterpreting my issue, telling me to go somewhere else, with their signature email address that cannot be replied to.
I bought several units directly from the brand owner and manufacturer, and none of them have transparency labels on them (I have photos for evidence). I called the brand owner and they admit they don't know what the program does, but another seller convinced them to enroll as a "partner". I have further evidence that this seller has signed an agreement with the manufacturer to be their exclusive distributor. They are using it to choke off other third-party sellers on the listing. Amazon's official policy, taken from their website, is:
"Have applied unique codes for every unit you manufacture for a specific GTIN/SKU, regardless of where the units are sold."
I have nothing against the manufacturer, if they want to sell exclusively to one seller, so be it. But most manufacturers have zero idea what the program does and how much power it gives to one seller. It's a violation of the transparency program and purely anticompetitive practice that Amazon should not stand for. As of writing this I've been turned down from support several times. There's no avenues for support.
I get the sense Amazon is increasingly becoming a hostile platform for newer sellers, and anyone willing to play by the rules. If transparency keeps getting abused like this, it could singlehandedly wipe out the majority of third-party sellers.

I see it more and more.
Items registered under transparency that do not come labeled from the manufacturer.
Not sure how sellers are getting away with this or maybe Amazon doesn’t crack down on sellers that don’t upload transparency codes upon shipping. But many established sellers are too worried about their accounts to try it.
I’ve made many cases pointing out that the guideline you posted is not being followed. But as we all know getting real help/answers from support goes nowhere 99% of the time.

THAT is the key and make it impossible for you to sell the same brand on Amazon. This other seller has all rights to make remove other sellers.
This is unfortunate for you but not against any policy, with or without transparency codes.

Have you asked the manufacturer to provide you transparency labels for your remaining inventory? Could be a long shot but probably worth a try.
I ran into a similar situation but luckily my inventory of that particular item was almost depleted and I lowered my price to move the last of it before amazon put the transparency codes into effect on it. I would have reached out to my distributor and asked for that and if they refused told them that's fine I'll just return and then reorder expecting the new inventory to have the transparency codes.

I'm sorry you are having issues getting products with Transparency Codes. I'm happy to look into this but in order to do so I will need a Case ID on this issue that includes the ASIN and Brand Name to investigate further.
While I'm happy to provide your feedback and report this for possible violation please note that that the decision to enroll in Transparency is done by the Brand Owner and the process in which to enroll and move live with Transparency labels is long and has several checks and decision points that only the brand owner can complete.
We can assist with and advise on Amazon policy and procedure, but we cannot comment or assist with whatever direction a brand owner decides to take for their brand.
