Is it possible to add a Developer User?

We completed the Developer Profile for SP-API with the primary seller account. Our web development team requested that we set up a new account with their email address. Is it possible to add a new user and grant access to our existing Developer Profile, or will they need to submit their own developer application and undergo the lengthy review process?
