i have ship the international order from UAE-DUBAI TO CANADA
CUSTOMS CLEARNECE IS DONE 1TH DAY AGO AND BUYER DONT WANT TO PAY CUSTOMS DUTIES FEES AND NOW ASKING FOR REFUND RETUND BEFORE RECIVED THE ORDER

Amazon would have already collected duty from the buyer unless you listed it to ship from a US address. Either way you CANNOT make the buyer pay import duty at delivery! And as the buyer has 30 days worth of free returns for ANY reason, if they don't accept the shipment "for any reason" you need to issue a refund.

You need to wait until they return it to issue a refund. If you listed it on Amazon.ca, I believe you need to have a Canadian return address.

Didn't you know about that mess in Canada? I think you have no other possibility than to refund the customer. Probably the product will be returned to you, at least. Deactivate Canada as destination in your seller central.
