Has your account been deactivated ? - if so it is not possible to fully close a deactivated account. You need to get it reactivated and then request to close it.

You could just leave it to go dormant, and if you want to stop paying the monthly fee, you need to downgrade the selling plan by going to Settings - Account Info - Your services - Manage - and downgrade from professional plan to individual selling plan.
