Trying to add a product with valid ISBN but getting the error 8572
Mine is a proper ISBN allocated by Raja Ram Mohan Roy Agency (which is the national ISBN agency)
I am the publisher of the books, and I own these ISBNs
I have 4 books already listed using allotted ISBNs.
Suddenly I am getting the error

I dont understand why I would need a GS1 certificate since I am not using GTINs

An ISBN is actually a type of GTIN. You can check out this help page on product IDs. I've had a look at your case 9600288422 and I'm going to see what I can do to help.

I'm also getting same issue. amazon seller support is clueless. They are confusing GS1 with isbn. there algo is converting isbn to 10 digit isbn and considering it as asin, that 10 digit asin is already existing their catalf, and thus it creates error. no ne is able to understand this and keep giving copy paste reply.

Same issue here. My isbn generared from isbn.gov.in is not recognised by Amazon. I have 8572 error as well. This is clearly a technical issue from Amazon. How come Indian isbns are not recognised?

I am also facing the SAME issue! I am not able to list my books neither form bulk upload nor individual upload. I am getting error codes 8572 and now it is 8541. Even after several complaints the issue still continues. My client is getting upset as the books launch is day after tomorrow and still the books are not listed!
Whereas I have already uploaded 15 titles which are already live and suddenly from last week I am not able to upload the books which has proper ISBN issued by the competent authority - isbn.gov.in
I have sent so many screenshots of the Raja Rammohun Roy National Agency that issued the ISBN for me and pictures of my physical books also and I am becoming impatient now because of this!
There is a clear technical glitch from amazon side and none of the amazon agents are able to recognize it even after so many publishes and book sellers have raised their complaints here i see.
