Someone mentioned to me they are able to get Amazon Shipping Rates for their non-Amazon orders. Is this accurate? I cannot find any information on this program either confirming or denying that this is actually an option. Thank you.

Amazon buy-shipping rates are the same as PirateShip, Endicia, Stamps, etc. for all USPS services. As for UPS, some may get a better rate with their own UPS contract.

As @Seller_Hi7wbO2Kbo6bl notes, Amazon rates are NOT a 'bargain.'
I use Endicia (Stamps) and nearly always beat Amazon pricing for UPS by several dollars per shipment.
Amazon is a master of language manipulation in order to convince you they are better than they are.
