It means you can cancel only 2% of total orders received in a month.. Now your account is in danger and at mercy of account teams. Always maintain good record on Amazon to work longer... Understand all account Matrix and how to maintain them. Always maintain listings in good updated condition.

Samw thing happened with me today. out of 7 orders i cancelled 1 order. Due to which I lost the BUy box.
This algorithm of amazon is not correct. They should alteast give chance upto 50 orders than they can decide the metrics of 2% Cancel rate rule
