Do you enter the number manually and before the expected shipment date?
If you use the PO and they don't scan it on time it doesn't count on Amazon. What does it show for the USPS information as to when they received it and when it was scanned?

Hello @Seller_t32XMhCPPH7fM,
Thank you for posting your concerns with your tracking.
This sounds like it was a situation with an account review, or was this due to the valid tracking rate calculation, if so was this due to a specific category?
As mentioned by @Seller_kIukTwdhvntAp if the carrier misses or does not scan the products it will not show or reflect properly on the tracking making the tracking invalid. I would recommend reading more on this in our valid tracking rate FAQ help page.
You can review your orders under the manage orders page in seller central, which can be filtered up to 365 days to review tracking information confirmed with your order. This feature is found in the top right of the linked page.
Surrounding the deactivation, did your deactivation notice advise on any specific requirements or request information surrounding your situation?
If you would like more guidance on reactivating your account, I would suggest providing your deactivation notice here to help us better understand your next steps to further provide guidance.
