GTIN Exemption Continues to be Denied

Hi all. I own a brand that I am seeking a GTIN exemption for. I've created 5 or 6 applications so far, and they keep getting denied because I'm told the images that I provide are not sufficient. I finally provided some that they approved of, but got this in their reply,

"We understand your request regarding the GTIN exemption for brand "REDACTED". Unfortunately, once a GTIN exemption application is declined, the decision cannot be reversed on the same application. While we acknowledge that you have now provided the additional required images, you will need to submit a new GTIN exemption request."

I submitted the new request, only to be told that the images were not in fact sufficient. This is confusing and frustrating - any workarounds or ways to escalate my case that anyone is aware of?
