As @Seller_rI7BZIczK8iAC already mentioned, once your account has been self-closed there is no way to restore it.

You can try to expand to IN marketplace via this link: https://sell.amazon.com/global-selling/india ; but if that doesn't work then you will either have to contact seller support or start over with a new account.
