Trying to add Australian Seller Account

I have "healthy" US and CA selling accounts. When trying to add Australian seller account, after selecting "register new account" under the Australia tab, it goes to a new screen providing option to choose one of the existing accounts. When I click on one of the accounts, a new screen pops up with error message: "Invalid Request URL from client. The requested URL is not well formed". I've been on 6 chats with 9 different people without success. I've changed browsers, computers, networks, and followed a host of other suggestions without success. Same error message. Would be nice if the error message was more helpful. Any ideas?
