You might want to get more specific with your question as it could be interpeted a few different ways. To me it sounds like what you are doing is selling your business, closing your Amazon store front, and wanting the seller to create their own separate account that has the same name as your existing store front. Is that correct?
It might be worth asking the MODS; "Once a store/username has been used and then that account is close; how long does that store/username stay unavailable? Is it 30, 60, 90 days after a username is no longer used that it can be reassigned and used by a new account or is the user/storename off-limits forever?

As stated in the Can I transfer my seller account help page, Seller accounts generally are not transferable.
I understand your question here is about selling the domain name and your business. In this case, if the ownership of a business changes for any reason, the new owner must establish a new seller account.
If the ownership of a business is not changed, but the individuals responsible for managing the seller account have changed, you can add users to the account. For more information, see Set User Permissions.

This is not clear: "a seller account with the domain name" - domains have nothing to do with Amazon. In fact, Amazon prohibits including domains in the seller's name.
It sounds like you should be able to sell your business and the buyer can open a new Amazon seller account.

This is a very good question and based upon the varied responses you have gotten, not very clear.
In general accounts can not be transferred, but if they are bought as part of a business it is generally allowed. For instance, if you are selling all your inventory, product IP (if you have any), business name, web site, store front, etc and the Amazon account is part of that business, this transfer and usage of the account would be allowed. There are several businesses that specialize in these transfers and can help facilitate it.

If you close your account, can someone else open an account and use the same name as the closed account?
Or do account names stay forever, even after an account is closed?

Based on the seller comments and feedback here I think we need more information on your question here.
When you mentioned
I'm assuming the domain name of the business will have a different owner?
For this question, lets say your domain name is "ThrivingPets.com." Once the business is transferred to a new owner, you are asking if the new owner can create a new selling account and use this domain? Is it just the domain they will keep or are there additional info you want to transfer (ex: emails)
