Buyer returned wrong item-seller fulfilled

I attempted to contact buyer but have not received a response. The buyer has not been refunded yet. So, what happens now? If they agree to send the correct item, who pays for the incorrect item to be sent back to them?

They do. They most likely know they sent the incorrect item and will wait and if you do not refund, they will file an A-Z claim.

write to them and say, “Hey, I think you have confused our order with that of another seller. We received ‘wrong product.’ Please let us know how you want us to send this back to you.”

When issuing the refund, choose "materially different item" and charge 100% restock fee.

It won't let you charge 100%. You can only charge up to 50%. I know from experience after getting a pair of obviously worn and returned late flip flops back.

Seems like you have done the proper actions. Contacting the customer within 24 hrs. and letting them know you have received a materially different product is key.

As mentioned here by @Seller_bDU82rCGofI7u there is an option to select materially different when approving the refund.

File Safe-T Claim. Take picture of incorrect item, shipping label, and packaging. I have had this happen, it's pretty easy, actually.
