The reserve Amazon holds is based on a seller's villosity of sales over the past 30-90 day return period which buyers may file a return request. If a seller were to stop selling and close the account, Amazon does not want to be left paying out funds on returns. Apparently, this happens more often than Amazon lets on.
The more experience a seller has in selling, and how much each product was sold at, are all lumped into the Algorithm. You will eventually get your holdback, but Amazon never says when it will be released.
