What is the difference between CSB 5 shipping mode and Commercial mode ?

I want to know the difference between the CSB 5 shipping mode and commercial mode shipping ? What happens when amazon does not pay for the invoice raised does the rbi keep checking for the outstanding amount for the amount raised as invoice as it gets registered in icegate?
