Get your GTINs at GS1 directly by registering your UPC prefix and product codes directly.
Remember it takes a few weeks for new prefixes and codes to be refferanced.

To expand on what @Seller_Qbd0RsfZFEZBY stated, for the past several years Amazon has only accepted GS1 numbers, so buying them anywhere else will be a waste of time and money for Amazon purposes.
Your only other route would be trying to get an exemption but that carries extra risks of the products being hijacked by all the black hats and bad actors that lurk in the offshore shadows.
