I've got a fake buyer who keeps ordering the same book over and over and over again, and never completes the purchase. The book stays in pending for some 2 to 3 weeks, and as soon as I relist it, it goes into pending again and remains for another 3 weeks. This is now the 4th time in succession that the book has been held up in pending for 3 weeks. Are you able to find out who this buyer is and do something about it?

You can put that you have 2 in stock, & see if they do it to the one you have in stock, leaving the other available to purchase, & you can sell the one you have if someone else wants it. Once it sells go out of stock.
Obviously worse case you will have 2 pending. I am assuming he wont buy both. I am not sure what the mods can do. I always have at least one pending at all times, but sometimes 2 or 3, for many days & weeks. I just have to wait til it falls off. I have over 50 in stock, so its not something someone would even need to do to hold it if there was 1 left.
Sometimes a payment method doesn't work out, & they keep trying, lol. Its definitely frustrating, but hopefully that person gives up. Best of luck!

I recommend reporting this behavior using the Report Abuse tool on the Account Health Dashboard. If you are brand registered, you can also file a report through the Brand Registry report abuse tool. Amazon encourages sellers to report listing abuse or seller violations of Amazon's policies or applicable law.
All reports are thoroughly investigated by our team. For privacy reasons, the results of our investigations can't be disclosed, but we'll take any disciplinary actions we find appropriate.

An expensive or rare title? Unless the buyer is just doing it for aggravation's sake, I don't see the point. Unless it's another seller and they're attempting to prevent you for competing on the listing. If the latter, seems as if they have way, way too much time on their hands!!
I was told, several years ago when I had a similar situation, that AMAZON often extends the pending time during the holidays, though not transparent about it.
TPTB realized that many people overextend their payment options, when holiday shopping, and want folks to have the chance to fix their issues w/ the card company and overextend here! This is seen as their little holiday gift to potential buyers plus more fees for the mother-ship. .
