Best Sellers Rank Frozen

Have been observing that the BSR has been frozen in a particular category and the Sales have been static due to that. Past one week , most of my ASIN in one Category has not changed the rank. Neither going down nor up.

Is this normal? if not what is the best practice in such situation?
