A business license is only required to do business in a city or municipality.
It is not required to sell on Amazon.

If the seller is in China, Chinese law restricts the amount of verification Amazon is allowed to do. Strict privacy rules on the amount of data that non chinese companies are allowed to require. China's Personal Information Protection Law (PIPL) is very strict on what foreign entities can collect. Amazon may not even be allowed to asking for photo ID if the ID is reviewed by AI.

My FBA proprietary product business has been completely destroyed since last July when Chinese sellers took over my ASINs and started shipping my customers low quality versions of my product. Then they figured out how to sabotage my seller account's ability to report seller violations around November. Amazon still has not figured out how to fix that or keep them off my product until my brand gets its USPTO registration and can be gated. I have lost all ability to sell my product (vs. price points almost half of mine) and people are rating the imitator's products as if they were mine. There is no end game for this. Amazon wants you to order the products, then wait sometimes weeks for the product to arrive, then file the report and then go through seller support with Amazon to have them actually investigate and take action. In that time another five sellers have started the sequence all over and most of them are related accounts. I have done this well over 110 times with over 90 different sellers!!!!! This is a serious problem this person is flagging and you are all acting like he is a snitch. Amazon needs to step up to this and give us a real solution!!!!!

How did you find their business license on Amazon as it's not listed anywhere? And then, how did you find out it is fake? However, they do not need a business license to sell on Amazon.
