Does Amazon provide any guidance on how we need to package goods, the EU article says that we are now responsible for including the ERP details on the packaging..., but, but that can't be for every product - can it?

Yes, you have to include EPR details on the packaging for every single product.
There are many companys offering EPR services. I would recommend to choose one from Amazon's Service Provider Network.
