EVERY seller needs it though enforcement has historically been ridiculously lax.
Given the con artist environment on Amazon some buyer could accuse you of selling a book that had botulism, or, they got a paper cut and had to have a finger amputated with $150,000 in hospital bills as a result.
Better to sell on other sites unless you can make enough to cover the costs -- about $1000 to $1500 a year depending on the carrier, your sales volume, and product mix.
Also look at all the publishers BLOCKING used book sellers!

Thank you for reaching out. Yes, if sales are over 10,000 or Amazon requests this, you must provide the COI. Commercial liability insurance will protect you from incidents resulting from the products you sell, and give you peace of mind while you focus on growing your business. Under section 9 of the Amazon Services Business Solutions Agreement, you must obtain and maintain commercial liability insurance within 30 days after exceeding USD 10,000 in gross proceeds in sales in one month on Amazon.com, or if otherwise requested by us.
You may purchase either commercial general, excess, or umbrella liability insurance. When you decide on an insurance provider, your policy should cover all products you list for sale in the Amazon.com store.
