On occasion, we receive orders with "No Invoice" in the customers name or address info.
How are we to interpret this? Ship with no packing slip? Redacted packing slip? Redact what info?

That's a sure fire sign of a drop shipper.
Nobody may tell you to ship without packing slip. The No Invoice bit means they don't want pricing to show.
Up to you whether you honor that or not. Know that they are operating outside of Amazon's rules.
They don't want the real buyer to know how they've been ripped off.
Also know that (in books anyway) they have been doing this for years and years with Amazon's full knowledge (although not admitted) since the beginning and some of them definitely have corrupt inside help (magical disappearance of their frequent well deserved negative feedback) as well as account protection.
Always include the packing slip. You can black out pricing if you wish.
These people are parasites and harm all legitimate sellers with their practices.
Assuming you use Amazon buy-shipping, if they claim INR make them file a claim. Don't just refund.

The packing slip may be useful to the buyer, but more importantly if packages are split open, may save the contents from oblivion.

This may or may not be true. AFAIK, if they make the sale on their own website, there is no rule that says they can't order from a seller on Amazon.
Doesn't make it right, but not violating Amazon rules, as they are not dropshipping to an Amazon customer.
But I gotta wonder what a customer thinks when they see "No Invoice" in the middle of their address....

That's what I would guess: client is asking not to include the invoice/packing slip so the recipient doesn't see the price. That's a dropshipper, most likely, who does this all the time. But that doesn't matter. A sale is a sale.
It's kind of hard for our operations to notice something like this. We rarely look at the addresses and most of the fulfillment part of our business is automated. However, if a client send us a message or calls us with such request, we will be happy to help them out.

As others have noted, it is probably a drop ship BUT it can also be a gift.
I mark all my items that a gift notice and gift wrap is NOT available since my ideal gift wrap is a roll of aluminum foil that folds around the package -- no tape required!
I will always go HALF WAY for the 'no invoice' request.
I cut off the bottom portion with any pricing but I am sure to include the top part that shows who the item was purchased from.
I am sure to take my trusty highlighter and highlight MY store name.
That way if the PO destroys the labels they can at least see where it came from and where it is supposed to go. And, it can cause 'complications' for the dropshipper if 'their' customer checks out Amazon and finds a lower price. Win/win!

Yes, this is almost certainly someone using you to Drop Ship to their purchase.
It IS true that this is against Amazon policy.
HOWEVER...
You got the sale, you made your money.
So WHY do you care who eventually receives the item? You would not stress if it was purchased as a Gift for someone.
Take the sale and move-on. The worst thing that can happen is that THEY get the Positive Feedback instead of you.
Amusingly, early in my Amazon Selling career I received an order with a message requesting that we do not include any invoice / packing slip because it was a Birthday Present... So my girlfriend wrapped it beautifully for the recipient! Later I realized that this was probably just a Drop-shipper.
So I chalk it up to gaining Good Karma.
Your prices are YOUR prices. Set them at what you are comfortable with, and the IF you make the sale, just be glad you did. Don't concern yourself that someone may Sell it after you do for more. You got what you wanted, so be grateful and move-on.
