Its a product review in my opinion.
It is getting harder and harder to have feedback removed. I had 2 last month which were unfair and I can't get them removed....
Also remember they have changed the help pages so if you can only ask for feedback removal through feedback manager. According to the help page any other way of asking for feedback removal can lead to account deactivation!

100% a product review.
I also have this similar negative feedback, I reported as its a review but Amazon wont remove it:
" I bought a packet of seeds, and I got the seeds in a plastic bag with an easy-clip fastener. "
Also my best ever negative which Amazon wouldn't remove was:
"The item arrived but a screw was missing from the side of it."

It definitely feels like the human element from decision making has gone. We have similar ones too, you can catagorically tell they are Product reviews, but the system says no.
There is also the question as to why you cannot have Product reviews negative or positive converted to the product page.
We read so much about a lack of reviews then you get a five star seller review "Brilliant love it, really good quality" erm, yes thats a product review.
But can you get it added to the product ? Nope. Thats why negatives outweigh positives on some products. The main people who are incentivised to leave reviews are people with bad experiences.
So you can sell 2,000 items, no issues, lots of seller feedback 5 star, love it, brilliant item, great quality
But not one product review.
Then one person goes on and leaves a 1 star product review and overnight your product with a 2,000 sales without issue is one star rated ?
