I see that you have reached out to Support via case 15119135941 and they have let you know that there is an issue between the category your brand is registered for and the category your product is in that you're attempting to get an exemption for.

This happened to me, I ended up buying UPC codes because I couldn't see any way around it. I called Amazon support and they were no help. Then a few weeks later I could suddenly add products without the UPC code. Seems like there is some sort of lag on this on Amazon's end. If you can wait a bit and see if it clears, you might not have to buy them.
